9-Line is an officer calling and SMS/MMS product of FastDial Inc. EMT919 and City919 are also products of FastDial Inc. These terms apply to SMS and MMS sent or received through a dedicated 9-Line work number.
Messages you may receive
After providing consent, civilians and other recipients may receive non-marketing, service-related messages from an officer or authorized agency user. Messages may include follow-up communications, appointment or meeting coordination, requested information, location or scheduling details, status updates, replies to an inbound message, safety or service notices, and help or opt-out confirmations. MMS may include agency-approved images or attachments.
How consent is obtained
Consent may be provided when a recipient sends the first message to an officer’s 9/Line number, or when the recipient expressly agrees during a telephone or in-person conversation after the officer reads the documented 9/Line consent script. Merely providing a telephone number is not consent. The officer or agency must document affirmative consent before the first officer-initiated message.

FastDial is the messaging provider for participating public-safety organizations using the same consent process and non-marketing message categories. Each officer uses a persistent dedicated work number. First outbound messages identify FastDial 9-Line, the officer and agency, the purpose, and HELP/STOP instructions.
Do not enroll another person or provide a number you do not control. If a number changes owners, the new owner may opt out by replying STOP.
Frequency and charges
Message frequency varies based on the interaction and agency use. Message and data rates may apply. FastDial does not charge a separate fee merely to receive a 9-Line text, but your mobile carrier's plan and charges apply. Carriers are not liable for delayed or undelivered messages.
Opt out
Reply STOP to any 9-Line message to opt out. You may receive one confirmation message. After that, no further SMS/MMS should be sent through that messaging program unless you provide new consent. Other lawful communication methods may remain available.
To resume messages after opting out, reply START or UNSTOP. Messaging may also resume after the recipient provides fresh affirmative verbal consent and the officer records that consent in 9/Line.

Not an emergency service
9-Line is not an emergency service and is not a replacement for 911, emergency dispatch, police, fire, EMS, crisis services, or an agency's emergency channels. Messages may not be monitored continuously and delivery is not guaranteed. For an emergency, call 911 or the appropriate local emergency number.
Privacy and permitted use
See the FastDial Privacy Policy for information about collection, use, retention, security, service providers, and privacy rights. Mobile numbers, SMS consent information, and opt-in data are not sold, rented, or shared with third parties or affiliates for their own marketing or promotional purposes.
Do not use 9-Line to send unlawful, threatening, abusive, deceptive, or unsolicited content. Do not send highly sensitive information unless the officer or agency has provided an approved secure method.
Availability and changes
Message delivery depends on carrier coverage, compatible devices, network availability, and service configuration. FastDial may update or discontinue the messaging program or these terms. The effective date above identifies the current version.
