Two approved consent paths

Recipient initiates the conversation

A civilian or other recipient may opt in by sending the first SMS or MMS to an officer's dedicated 9/Line number after receiving that number verbally, in writing, on an official business card or directory, on an agency website, or in case-related communication. The 9/Line server verifies and records the inbound message before the officer may reply. Merely providing a phone number is not consent.

Officer initiates after verbal consent

For an officer-initiated message, the officer reads the approved script below during a telephone or in-person conversation. The recipient must affirmatively agree, and the officer records the method, recipient, time, purpose, and script version in 9/Line before sending.

Read to the recipient

May I send you text and picture messages through FastDial's 9-Line service about our conversation and related follow-up? Message frequency varies. Message and data rates may apply. Reply STOP to stop messages or HELP for help. We do not sell or share your mobile number or consent information with third parties for marketing. Providers process messages to deliver the service. Document the answer

Obtain an affirmative answer. Record the recipient number, officer and agency, date and time, whether consent was by phone or in person, the purpose, and the script version. If the person declines or the answer is unclear, do not send an officer-initiated message. Providing a telephone number alone is not consent.

First message

The first outbound message must identify FastDial 9-Line, the officer and agency, the purpose, and HELP/STOP instructions. Keep messages within the scope of the consent. An opt-out must be honored before further sending.
