The EMT919 Evidentiary Package is designed to support an agency's ability to produce, authenticate, and defend interaction records when they are requested or challenged.

Important legal boundary: EMT919 does not represent that any record is admissible. Admissibility is determined by the court. Transcript certification is limited to the supported languages, approved scripts, and service scope identified in the agency's written documentation.

What the package adds

Record provenance

Records the certified script version, delivery path, transcript-generation timing, and other configured provenance details for each supported interaction.

Integrity controls

Adds record-creation hashing, protected storage controls, verification history, and a tamper-evidence attestation that can be produced within the agreed scope.

Chain-of-custody log

Provides an exportable interaction log covering capture, transcript generation, access, export events, and integrity verification.

Discovery-ready export

Packages the configured audio, certified transcript, methodology statement, chain-of-custody log, integrity attestation, and manifest in standard formats.

Public-records support

Supports scoped export, redaction preparation, and response logging for agency handling of public-records requests and subpoenas.

Agency-controlled legal hold

Allows an authorized agency user to suspend ordinary retention expiry for a selected interaction until the agency releases the hold.

Record-challenge documentation

Provides documentation describing the system's operation and a specific record's provenance when requested under the agency agreement.

Defined retention terms

Department-wide retention scope is stated precisely in the agency agreement after legal, policy, and operational requirements are confirmed.

Scope confirmed in writing

The Evidentiary Package is licensed department-wide rather than selected by individual officers. Retention terms, supported export components, certification scope, authorized roles, legal-hold workflow, response support, and service availability are documented in the agency's written proposal and agreement.

Not included: Live expert testimony is not part of the package. If testimony or another professional service is offered, it requires separate written scope and commercial terms.
